The author Mr. Prem. Budhwar has retired as India s High Commissioner to Canada.. After obtaining Masters in political science From Delhi University he got selected into the coveted Indian Foreign Service in 1962 in his very first attempt. He was holding the posts of Ambassadorial rank for almost half of his career and in between his assignments abroad , he held important charges at the ministry of external affairs. He has authored three books and his wife is also a published author. He regularly contributes researched articles to various prestigious journals. The author has spent his formative first eight years of life in Lahore and his family came for a picnic to Simla and hearing of partition decided to stay in Simla!
