Author Bio:
Michael M. Cernea is Professorial Lecturer in Anthropology and International Affairs at George Washington University, and is a former Senior Adviser for Social Policies of the World Bank.

Hari Mohan Mathur is Visiting Professor at the Council for Social Development in New Delhi, India.
